This is an underskirt, to go under formal gowns to give them a bit of foofiness. You, of course, can wear it however you please, but it is rather see-through, which doesn't show great in these pics. If you're wearing it as a skirt, you might want to throw on some rainbow leggings underneath and maybe another layer of sorts.
